				<content:encoded><![CDATA[<p>Yesterday was the <a href="http://www.tulsaairshow.com/">QuikTrip Air and Rocket Racing Show</a> in Tulsa, featuring the first public flights of two X-Racer vehicles at the same time.  (There had been previous test flights not open to the public, although anyone around the Tulsa airport late Friday looking up at the right time could have seen the two on a test flight.)  Here&#8217;s a video of one of the vehicles during the first of two flights Saturday afternoon: the voices are of Miles O&#8217;Brien, who emceed the event; RRL co-founder Peter Diamandis; and Jim Bridenstine, executive director of the host institution, the Tulsa Air and Space Museum, and an owner of an RRL team.</p>

<p>The event allowed the Rocket Racing League to showcase their vehicles and talk about other developments, including a iPhone game that will be available next month (with an iPad version to follow in June.)  The league was a little hazy about their future plans, beyond doing a series of increasingly-ambitious demonstration flights through the end of next year, although they did not announce when the next demo flight would be. By early 2012, Diamandis said, the league would be ready to begin actual competitive races.  Skeptics will note that the league has pushed back the date of actual races multiple times over the last several years.</p>
<p>Yesterday demonstrated that the racers, while impressive, still aren&#8217;t quite ready for full-scale competitive racing.  While the first set of flights went well, the second set, about two hours later, ended early: neither racer appeared to relight their engines after the initial takeoff burn.  Both landed safely, and there was no sign of problems with either vehicle when they were towed over the league&#8217;s tent for the public to view closeup.  RRL hasn&#8217;t yet disclosed what caused the second set of flights to be cut short.  (Update: RRL spokesperson Diane Murphy said Sunday the truncated flight was caused a computer glitch that caused an alarm that shut off the engine in one of the aircraft. Both landed as a precaution, but a later check showed that it was a false alert and not an issue with the engine or other part of the vehicle.) </p>

<p>Even that, though, appears to have slowed down.  Last year the league <a href="http://www.personalspaceflight.info/2008/10/14/rocket-racing-taking-off-next-year/">announced plans for exhibition races at eight sites in 2009</a> from a list of 20 venues, primarily air shows.  However, Whitelaw tells MSNBC that plans call for two rocket racing vehicles to fly at the Reno Air Races in September.  Those would be powered by Armadillo&#8217;s engines, and Whitelaw said that they are making a number of modifications to the aircraft based on the flight tests performed last fall.  Unlike last year, it does not appear that the league will be flying at Oshkosh. The economy, as you might have guess, gets the blame for the slowdown in activity.</p>

However, <a href="http://www.armadilloaerospace.com/n.x/Armadillo/Home">Armadillo Aerospace</a> founder John Carmark revealed at Space Access &#8217;09 this morning that this deal&#8212;at least, as announced in October&#8212;has fallen through.  Carmack said that while there are relationships with both Rocket Racing and an unnamed third party, the deal as announced &#8220;did not come to fruition&#8221;.  Carmack added, though, that he anticipates making some announcements in the next month that may be related to any suborbital vehicle work.</p>
<p>Carmack also revealed some details about Armadillo&#8217;s plans for Level 2 of the Lunar Lander Challenge.  He said they are planning now to be ready to compete for the prize when the &#8220;season&#8221; opens in early July, the first public reference I&#8217;m aware of regarding how the X PRIZE Foundation plans to run the LLC this year in lieu of a once-a-year event in New Mexico.  Carmack added that they would be prepared to fly again later in the year if someone else successfully completes Level 2 this year with a higher level of accuracy.  Flying early, he said, would allow them to then focus their work on other projects rather than LLC vehicles.</p>

				<content:encoded><![CDATA[<p>The city of Las Cruces and the Rocket Racing League have salvaged a lease agreement for property the league is developing at the New Mexico city&#8217;s airport. The <i>Las Cruces Sun-News</i> reports that <a href="http://www.lcsun-news.com/ci_11384004">the city council approved an alternative lease agreement Monday</a> that requires the RRL to prepay its leases in the next 45 days and complete construction on the six hangars it plans to build there by the end of September.  The previous lease agreement required that two of the hangars be completed by January 15, a deadline unlikely to be met because of a dispute with building inspectors on firewalls within the hangars, which are 80 percent complete.  The article adds that the RRL waited until last week to make $12,000 in lease payments on the property that had been due on May 1.  A &#8220;contrite-sounding&#8221; Granger Whitelaw, RRL&#8217;s CEO, apologized to council members by phone and promised better communications between his company and the city in the future.  The article doesn&#8217;t give any updates on the RRL&#8217;s plans for exhibition or competitive racing in 2009, but does note the pledge made last October by the state to provide $3 million to develop infrastructure at the airport <a href="http://www.personalspaceflight.info/2008/10/24/armadillo-and-rrl-joint-venture/">for the suborbital vehicles Rocket Racing will be developing in a joint venture with Armadillo Aerospace</a>.</p>

<p>New York, NYâ€”October 23, 2008â€”Space took a giant leap closer to earth today, following the launch of a new joint venture between Rocket Racing, Inc. (RRI), Armadillo Aerospace and the government of New Mexico.  With a goal of sending adventurers into suborbital space with a target price of $100,000 per ticket or less, the three companies unveiled plans to field a fleet of reusable Vertical Take-Off and Landing (VTOL) vehicles (RLV) that will take flight from Spaceport America near Las Cruces, New Mexico.  Each ship is slated to provide a cabin where passengers can float weightless with a 360-degree view of space. To date, other companies in the commercial space industry have promised rides to similar altitudes featuring small porthole-sized views for more than $200,000.</p>
<p>â€œI am honored that Rocket Racing, Inc. and Armadillo Aerospace have chosen New Mexico to set up shop,â€ said Governor Bill Richardson. â€œSpaceport America and the State of New Mexico are proud partners and together we are writing the next chapter of space transportation.â€</p>
<p>Under the terms of the partnership, Armadillo Aerospace will develop the reusable launch vehicles and provide ground support and equipment.  The State of New Mexico will supply launch facility infrastructure and resources.  Rocket Racing Technology Development, a wholly owned subsidiary of Rocket Racing Inc., will provide financing for, and business and operational management of, the partnership.  Reservations, experience marketing, customer training and the coordination of the passengersâ€™ overall experience will be managed exclusively by a third partner company that will be announced when marketing efforts begin.</p>
<p>â€œThe price of space is coming down to earth,â€ said Granger Whitelaw, Chief Executive Officer of Rocket Racing, Inc. â€œAnd thanks to Armadilloâ€™s ships and New Mexicoâ€™s spaceport, human beings will be treated to the most stellar views in the galaxy.â€ </p>
<p>While the venture owes its wings to technologies that have spent decades in development, its launch is made possible only through their recent combination.  Armadillo&#8217;s eight years of research and development on a dozen different flying vehicles is contributing engines, software, and operational capabilities. Meanwhile, the companyâ€™s ground and flight test programs for the Rocket Racing League over the past year has resulted in flight research data that will be applied to allow for superior vehicle tracking and passenger safety. </p>
<p>Beyond suborbital space tourism, Rocket Racing Inc. also plans to deploy its vehicles to serve in a variety of payload transport initiatives.  Target missions include micro-gravity experiments, astrophysics observations, reconnaissance and high-altitude scientific and meteorological measurements.</p>

<p>Whitelaw is here, along with Carmack, and we&#8217;re told NM Governor Richarson will be coming this afternoon for a press conference (perhaps about this).  I&#8217;ll provide more details as they&#8217;re available. The images they did release with the announcement indicate that this is pretty much the same type of vehicle that Armadillo has been planning to do for some time, but now with two passengers instead of one.</p>

				<content:encoded><![CDATA[<p>In an article in this week&#8217;s issue of The Space Review, <a href="http://www.thespacereview.com/article/1230/1">I look at the status of the Rocket Racing League</a> (RRL), which was formally introduced to the public three years ago this month.  The RRL took a big step forward about two and a half months ago, with its first public flights of the X-Racer vehicle at EAA AirVenture in Oshkosh.  Since then, though, there have been some interesting&#8212;perhaps even odd&#8212;developments, namely the RRL&#8217;s decision to go solely with the alternative engine developed by Armadillo Aerospace, and tested in late August and early September.  RRL co-founder Granger Whitelaw said that XCOR&#8217;s engine, which by all accounts performed well at Oshkosh and in previous tests, did not meet the RRL&#8217;s &#8220;standards of safety, reliability, reusability, and performance&#8221;, according to one press account.  That&#8217;s puzzled many observers, given XCOR&#8217;s good reputation as a developer of a number of safe and successful rocket engines.</p>
<p>RRL did not respond to my inquiries last week, but on Tuesday they did announce that <a href="http://www.prnewswire.com/cgi-bin/stories.pl?ACCT=104&#038;STORY=/www/story/10-14-2008/0004903762&#038;EDATE=">they have won FAA approval to perform X-Racer flights at a number of airports in the US</a>.  The league plans to select eight venues of the 20 approved by the FAA for exhibition flights in 2009, to be followed by competitive racing in 2010.  The venues include several airshows, including EAA AirVenture and the Reno Air Races, and other airports scattered around the country, including Mojave, Las Cruces, and Moffett Field near NASA Ames in the Bay Area.</p>
<p>One of those eight appears likely to be Oshkosh, <a href="http://cosmiclog.msnbc.msn.com/archive/2008/10/14/1543191.aspx">Whitelaw tells MSNBC</a>.  Production of the racers&#8212;which use an airframe from Velocity Aircraft, now owned by the RRL, and an Armadillo engine&#8212;will ramp up early next year, with two to four planes ready by Oshkosh.  Whitelaw also said that the RRL is looking into &#8220;vertical drag racers&#8221; (which, as it sounds, would be rockets taking off straight up for a short sprint to a predefined altitude) for next year as well, a concept that&#8217;s been promoted by Armadillo&#8217;s John Carmack for a few years.</p>
<p>The most intriguing part of the MSNBC story, though, is at the end, where Whitelaw hints that his partnership with Armadillo might extend beyond developing engines for the RRL.  Whitelaw said plans for an RRL demo at next week&#8217;s International Symposium for Personal and Commercial Spaceflight (ISPCS) were cancelled because &#8220;<em>we</em> need to focus on winning the Lunar Lander Challenge.&#8221; [Emphasis added.]  When asked if the RRL was in talks to purchase Armadillo, Whitelaw only provided a &#8220;no comment&#8221;.  While the RRL might be interested in acquiring Armadillo to be vertically integrated (just as it acquired Velocity), it&#8217;s not obvious what Armadillo would gain from such a deal.</p>

<p>I was at the EAA AirVenture show in Oshkosh, Wisconsin on Friday and saw the Rocket Racing League&#8217;s first vehicle fly during an afternoon performance. 				<content:encoded><![CDATA[<p>On Friday morning the <a href="http://www.rocketracingleague.com/">Rocket Racing League</a> held a press conference by telecon to discuss the company and their plans to exhibit and fly at EAA AirVenture this week in Oshkosh, Wisconsin.  RRL president and CEO Granger Whitelaw provided a basic overview about the company and its plans going forward.  While exhibition flights of RRL vehicles are slated to begin at Oshkosh, the first formal competitive races are not planned until late 2009 or early 2010; Whitelaw said there was a 12-month lead time to set up the TV deals for the races, and that the league wanted to avoid going head-to-head with major fall sports events, like the NFL.</p>
<p>The big question, though, is whether both the XCOR- and Armadillo-powered vehicles will fly at Oshkosh.  &#8220;We&#8217;re going to have both vehicles there,&#8221; Whitelaw said. &#8220;Whether or not the Armadillo-powered vehicle flies is in question right now.&#8221;  The XCOR-powered vehicle, which will be operated by the <a href="http://bridenstinerocketracing.com/">Bridenstine Racing Team</a>, does have its &#8220;pink slip&#8221; from the FAA allowing it to fly at Oshkosh, but the Armadillo vehicle does not.  &#8220;Don&#8217;t ask me why, because it&#8217;s beyond me,&#8221; he said. &#8220;The plane&#8217;s been ready to fly for weeks.&#8221;</p>
<p>After Oshkosh the RRL does have a number of exhibition events planned for this fall.  A slide during Whitelaw&#8217;s presentation included the Reno Air Races in September, the Nellis AFB show in Las Vegas in November, and the X Prize Cup.  Wait, how is that last one possible since there won&#8217;t be a <a href="http://www.hobbyspace.com/nucleus/index.php?itemid=7333">formal X Prize Cup event this year</a>, only the Lunar Lander Challenge (LLC) competition that will not be open to the public? &#8220;There is another event that is X Prize-driven,&#8221; he said, apparently referring to the LLC. &#8220;So I think we&#8217;re either going to fly there, or we&#8217;re going to have our own standalone event in Las Cruces in late October or early November.&#8221;</p>

				<content:encoded><![CDATA[<p>When Rocket Racing League&#8217;s Granger Whitelaw announced last Friday that <a href="http://www.personalspaceflight.info/2007/10/26/x-prize-cup-press-conference-recap/">their prototype X-Racer had performed three test flights</a> the day before in Mojave, he declined to show any photos or video of the flights, and provided few technical details about the tests.  There&#8217;s still no information about the tests <a href="http://www.rocketracingleague.com/">on the RRL&#8217;s web site,</a> but there is now <a href="http://one.revver.com/watch/457783/">an independently-produced video available by Ben Brockert</a>.  In an email earlier this week Brockert said he filmed the tests standing outside of airport property, &#8220;so that I&#8217;d be free to share the video on my terms.&#8221;  That distance means that the video doesn&#8217;t show a lot of details, although you can clearly see the X-Racer make a few short hops off the runway.</p>
