LOL, This is a prime example of perception. Grasshopper flights are not viewed as late because we have no information if there was a schedule, and only learn about them after the fact.

R&D scheduling is notoriously difficult. What it amounts to is a set of goals, but any hiccup in the process will lead to delays.

Falcon 9 v1.1. By SpaceX accounts an upgrade.
But, if you compare how much they changed the rocket with other companies upgrades, it's more of a brand new rocket than an upgrade.
So it requires lots of testing.
At the same time this launch will debut a dedicated launchpad + support building for SpaceX in Vandenberg. That facility is close to completion.
I looks like the critical rocket engine/long running stage one tests are done, and the next steps are less delay prone. Fingers crossed.

Dare I say it folks, this is rocket science. Space travel is not yet common place, one day this "baby steps" evolution will be looked upon by future historians with a warm smile and a nodding head.

The journey is long but the reward is vast, Space X will I have no doubt whatsoever get there.
