		<description><![CDATA[It was a matter of risk mitigation - NASA wanted 99% certainty that the 2nd stage had enough fuel to reach it&#039;s final orbit (passing the ISS along the way), whereas SpaceX could only predict 95% certainty.

Them&#039;s the rules you live by with your main customer, and Orbcomm knew NASA&#039;s needs came first.]]></description>
