I've just read an interesting article on http://www.parabolicarc.com/ today ...Well, This is Interesting….
by Doug Messier on April 11, 2013, at 3:02 pm.

I just wondered, has anyone else any thoughts on this. I've checked my calender and it definately isn't April 1st.

If true I wonder if it goes against Nasa's budget announcement, or conversely does it compliment?

Welll, the Russians did have the little issue of ramming one of their own spacecraft into Mir once upon a time, so I can kinda-sorta see why they brought the issue up.

I think it's less of a show-stopper and more of a FUD-based issue because they've already cleared the Japanese and Europeans to dock.

Aside from the deficiencies that may be in the Space Act Agreement, there is the International Space Station Intergovernmental Agreement (IGA)and the leverage that the signatories, particularly the Russian Federation might exercise to stall or kill commercial space. The Russian Federation has a proven past of bullying the United States into letting it have its way when it comes to profiting from the ISS. Considering that it has already made waves about Space X docking its Dragon spacecraft to the ISS, it is likely to make even more demands of the United States when and if US companies gear up to transport astronauts and thus provide competition to the very lucrative monopoly that has fallen into the lap of the Russian Federation.
